Hillcrest road improvement project begins construction on Yerba Buena Island

The San Francisco County Transportation Authority, in partnership with the Treasure Island Development Authority, Caltrans, and the Bay Area Toll Authority, announced the start of construction on the Hillcrest Road Improvement Project. The groundbreaking ceremony took place on Thursday, September 19.

The nearly $38 million project is expected to be completed by 2027. It is funded by state and local grants and aims to rebuild Hillcrest Road to modern design standards. The project will also create a dedicated multi-use path for people biking and walking. Funding sources include the Infill Infrastructure Grant from Housing and Community Development, Proposition K Local Sales Tax administered by the Transportation Authority, SB 1 Local Partnership Program Formulaic Program funds programmed by the California Transportation Commission, and contributions from the Treasure Island Development Authority.

“The new roadway provides a much improved connection between the West Side Bridges Project and the Southgate Road Interchange Improvement Project as well as with the Bay Trail via the San Francisco-Oakland Bay Bridge,” said Transportation Authority Board Chair and District 8 Supervisor Rafael Mandelman. "Thank you to all of our funding and project delivery partners for their support in creating a safer, more multi-modal Hillcrest Road for the growing neighborhoods on Yerba Buena and Treasure Islands."

Led by the Transportation Authority, this project will upgrade Hillcrest Road to meet modern roadway and seismic standards while providing additional space for pedestrians and bicyclists traveling between Yerba Buena Island, Treasure Island, and the east span of the Bay Bridge. The future multi-use path for active transportation users is anticipated to be delivered through phase one of the Bay Skyway transbay project linking West Oakland to Treasure Island.

Project features include improved resilience and safety for travelers of all modes using infrastructure built to modern highway design standards. A new roadway will accommodate two vehicular travel lanes along with shoulders and space for a future multi-use path. Two retaining walls set further into the hillside above Hillcrest Road will support this new infrastructure.

“This project marks an important milestone in developing Yerba Buena Island, improving safety and access for travelers of all modes,” said Treasure Island Mobility Management Agency Chair and District 6 Supervisor Matt Dorsey. “Hillcrest Road will enable tens of thousands of additional trips to and from the island each day serving local residents, businesses, and visitors.”

The Hillcrest Road Improvement Project follows four other collaborative projects among federal, state, regional, and local agencies:

- I-80/Yerba Buena Island East Side Ramps Project (Opened October 2016)

- I-80/Yerba Buena Vista Point Lookout (Opened May 2017)

- I-80/Yerba Buena Southgate Road/Interchange Project (Opened May 2023)

- I-80/Yerba Buena West Side Bridges Project (underway; completion anticipated in 2026)
