The Department of Elections has commenced the distribution of ballots for the November 5 election to San Francisco voters serving in the military or residing abroad. Nearly 11,000 military and overseas voters will receive their ballot packets via email, fax, or postal mail, based on their preferred delivery method. Each packet includes detailed voting instructions, information on ballot return options, deadlines, and how to track the status of returned ballots.

"We are dedicated to making the voting process as seamless as possible for military personnel and overseas residents,” said Director John Arntz. “We recognize the unique circumstances of these voters and are here to support them every step of the way. With multiple delivery options, clear instructions for returning ballots, and assistance available via email and phone, we ensure that these voters can easily cast their ballots for the November 5 election.”

To qualify as a military or overseas voter in California, an individual must be:

- An active duty member of the uniformed services or merchant marine

- A spouse or dependent of an active duty member of the uniformed services or merchant marine

- A United States citizen living outside the country
