San Francisco Homeless Oversight Efforts Leading to Improved Accountability and Reforms

San Francisco, CA — With the release of a new City-requested audit today, San Francisco’s work to provide oversight and accountability to contract providers is leading to changes and better delivery of publicly-funded services. This is part of the City’s good government efforts under Mayor London N. Breed to identify and address any challenges that arise with city contractors to ensure transparency and accountability.

The audit, requested by the Mayor's Office of Housing and Community Development (MOHCD) and the Department of Homelessness and Supportive Housing (HSH), focused on HomeRise, a nonprofit organization providing permanent supportive housing for homeless individuals and families. The audit highlighted the need for HomeRise to collaborate with city departments to address compliance and fiscal management issues.

Mayor London Breed emphasized the city's commitment to transparency and oversight in contracting partnerships, stating, "We are working to provide transparency and oversight with our contracting partners to better deliver services for our residents and city."

San Francisco Department of Homelessness and Supportive Housing Executive Director, Shireen McSpadden, praised the audit as an example of transparency and good governance at work. McSpadden expressed confidence in HomeRise's new leadership team to implement audit recommendations and improve services for residents in need.

Dan Adams, Director for the Mayor’s Office of Housing and Community Development, reiterated the importance of community-based organizations like HomeRise in providing essential services to vulnerable residents. Adams highlighted the commitment of HSH and MOHCD to working with HomeRise's new leadership team to address compliance issues identified in the audit.

Adams further acknowledged the Controller’s City Services Auditor for their thoroughness in the audit process, emphasizing the importance of good governance and transparency in the oversight efforts.

As efforts continue to bring HomeRise into compliance, MOHCD and HSH remain dedicated to preserving affordable housing units and ensuring uninterrupted resident services. The departments will monitor risk areas closely and provide additional oversight as needed to safeguard the well-being of residents relying on HomeRise's housing and services.
