San Francisco announces new leadership for key data and technology roles

City Administrator Carmen Chu has announced leadership appointments to further San Francisco's data and technology initiatives. Soumya Kalra has been appointed as the Chief Data Officer, while Edward McCaffrey will serve as the Director of the Committee on Information Technology (COIT).

Kalra brings over 14 years of experience in data management. Her role involves enhancing the city's use of data to improve operations, transparency, governance, and equity. She will oversee DataSF’s open data platform, establish citywide data standards and strategy, and collaborate with departments to improve data accessibility and governance.

"I am excited to welcome Soumya Kalra as Chief Data Officer for the City and County of San Francisco," said City Administrator Carmen Chu. "Her extensive leadership experience in data infrastructure, analytics, and technology governance will be instrumental in advancing transparency and accountability in San Francisco."

Kalra is tasked with leading the DataSF team, which is part of SF’s Digital and Data Services (DDS) team within the City Administrator's Office. DDS aims to build accessible tools for San Franciscans to interact with city services.

"I am honored to step into this role and bring my passion for leveraging data to drive meaningful impact," said Soumya Kalra.

Kalra holds degrees from Rutgers University and previously worked at Early Warning Services and Robinhood. She also held roles at various public sector organizations such as the Federal Reserve Bank.

Edward McCaffrey steps into his role with more than 15 years of experience in public policy. As COIT Director, he will focus on aligning IT policy development and ensuring efficient use of technology across departments.

"More and more our technology infrastructure is foundational to our ability to deliver public services," stated City Administrator Carmen Chu. "That is why I am so pleased to welcome Eddie McCaffrey as COIT Director."

McCaffrey expressed his commitment by saying, "I am honored to join the dedicated COIT team... It is a privilege to continue serving the City and County of San Francisco."

His background includes roles within Mayor London N. Breed's office among others, where he led legislative advocacy efforts.

Both leaders are expected to contribute significantly towards modernizing infrastructure and enhancing service delivery through their respective positions.
