The Department of Building Inspection has issued a follow-up communication regarding recent changes to the building permit payment process. According to the latest update, anyone can now apply for or pay for a building permit, irrespective of their official association with the project.

However, the department clarified that "while anyone can apply for or pay for a building permit, the permit can only be issued to the property owner, a California-licensed contractor, or an authorized representative for either of them."

The department provided an information package outlining who is eligible to obtain a building permit and detailing the forms required for contractors or authorized representatives to act on behalf of the property owner.
